Troop 10 Scout Leadership
Positions of Responsibility

A requirement for advancement to the rank of Star, Life, and Eagle is that a Scout must hold a position of responsibility in the Troop for a period of 4-6 months depending upon the rank. When a Scout assumes a position, something related to the desired results must happen. It is a disservice to the Scout and to Troop 10 to reward work that has not been done. Holding a position and doing nothing, producing no results, is unacceptable. Some degree of responsibility must be practiced, taken, or accepted. Taking and accepting responsibility is a key foundation for leadership. The Scout cannot lead effectively without it.

The Scout may volunteer, be elected, or be appointed by the Scoutmaster to a position. No one will elect or appoint a Scout to the position without the Scout first taking the initiative and seeking out the position. Duration of leadership positions is six months with elections being held in late January and late August (exception for Order of the Arrow Troop Representative and Den Chief which are full year commitments). A scout can (and encouraged to) hold a position in the troop even if they do not need leadership credit for advancement. However, scouts who need leadership credit will always be given first consideration prior to filling the position with a scout who does not require leadership credit.

Once a Senior Patrol Leader is elected and Assistant Senior Patrol Leaders named, all patrols must elect a Patrol Leader and Patrol Quartermaster before any scout in the assigned patrol may request another leadership position. With the exception of Order of the Arrow Troop Representative, Den Chief, and Assistant Senior Patrol Leader, scouts are encouraged not to serve in the same Leadership position during two consecutive 6 month leadership terms, so that they can experience multiple Leadership opportunities.

Leadership Credit
(Star, Life & Eagle Scout Ranks)

Leadership requirement (credit) for Star, Life and Eagle has three components

• Leadership Training
• Specific Job Skills with Position Coordinator Review
• Scout Skills Trainer Certificate

Scouts are required to use a "Leadership Card" to document that they have completed the necessary requirements of their position. These "Cards" are available below

TO RECEIVE CREDIT THESE "CARDS" MUST BE RETURNED TO THE LEADERSHIP COORDINATOR WITHIN 60 DAYS AFTER A (6 month) LEADERSHIP PERIOD ENDS. NO PARTIAL CREDIT WILL BE GIVEN AFTER THE 60 DAY PERIOD.

Example: For leadership period August thru January; "Cards" are due by April 1^st.
Example: For leadership period February thru July; "Cards" are due by October 1^st.

LEADERSHIP - Leadership Training: For EVERY leadership period, each Scout must be trained and attend JLT (Junior Leadership Training) to receive credit for their leadership position.  If a Scout misses the JLT session, then he must take the make up test and turn it into the Leadership Chair within 30 Days of the original Training session. This test may be submitted in person or via E-mail to the Leadership Chair: leadership@bsatroop10.org If the Scout fails to turn in the make-up, then he will not obtain ANY leadership credit for that leadership period.

LEADERSHIP - Specific Job Skills with Position Coordinator: The Scout's performance in a leadership position will be evaluated by the troop’s Position Coordinator. It will be determined whether he performed the duties of the position or just wore the patch. In all cases the Scout will be required to document achievements and leadership lessons during the period, and review this documentation with the position coordinator. This documentation MUST be taken to your next Scoutmaster’s Conference.

LEADERSHIP - Scout Skills Trainer Certificate: Troop 10 is a boy-led troop, and the Troop firmly believes that boys cannot lead if they do not have a good grasp of Essential Scout Skills. Therefore before a Scout can obtain leadership credit, the Scout will need to successfully demonstrate their continued mastery of and ability to train other Scouts in Essential Scout Skills.

• To earn a Scout Skills Trainer Certificate, each Scout must:
  1. Complete a the “Scout Skills Trainer Self-Evaluation Form”
  2. Present completed “Scout Skills Trainer Self-Evaluation Form” to their Color Team Leader
  3. Color Team Leader will verify completeness of the Scout’s Self-Evaluation form and discuss any of the Scout’s concerns regarding skills and training of other Scouts using the EDGE Method.
  4. Color Team Leader will issue a Skills Trainer Certificate that is valid for the period of one year.
     • This Certificate needs to be recorded in the Troop Computer records.
  5. The Scout will present the Certificate to the Leadership Chair in-order to begin a Leadership period. The Scout will also present the Certificate to the Leadership Chair when turning in their “Leadership Card” to gain Leadership Credit.

With few exceptions, the Scout Skills Trainer Certificate process is not held during the regular scout meeting and should in most cases be pre-arranged with the Color Team Leader.

NOTE: A Scout must have earned and hold a valid Scout Skills Trainer Certificate for the ENTIRE time of the Leadership Credit period. All Scouts who have obtained three Scout Skills Trainer Certificates or obtained the rank of Eagle have clearly demonstrated their Training qualifications and are not required to obtain further Certificates.

Senior Patrol Leader - SPL

• Elected by the Scouts to represent them as the top junior leader in the Troop. He runs all Troop meetings, events and activities. He leads the Patrol Leader's Council and, in consultation with the Scoutmaster, assigns specific responsibilities as needed.

Assistant Senior Patrol Leader - ASPL

• Appointed by the Senior Patrol Leader with the approval of the Scoutmaster, Fills in for the SPL in his absence. He also is responsible for training and giving direction to other junior leaders in the Troop.

Junior Assistant Scoutmaster - JASM

• Serves in the capacity of an Assistant Scoutmaster. He must be at least 16 years old and an Eagle Scout. He is appointed by the Scoutmaster.

Patrol Leader - PL

• The elected leader of his Patrol. He provides leadership to the members of his Patrol and represents them on the Patrol Leader's Council.

Bugler

• Performs the duties of bugler as directed by the Scoutmaster.

Chaplain's Aide

• Works with the Troop Chaplain to meet the religious needs of Scouts in the Troop. He also works to promote the Religious Emblems Program.

• Works with Cub Scouts, Webelos Scouts and Den Leaders in a Cub Scout pack.

Historian

• Keeps a historical record or scrapbook of Troop activities. He collects and maintains Troop memorabilia and information on former Troop members. He assists with the creation of a written history of Troop 10.

Instructor

• Teaches one or more Scouting skills to Troop members.

Librarian

• Maintains a library of Troop-owned publications. He checks out merit badge books to Scouts on request and assures their return or replacement.

Order of the Arrow Troop Representative - OATR

• MUST be a Brotherhood Member the Order of the Arrow
• Serves as primary communication link between the lodge or chapter and the troop. Encourages Arrowmen in the troop to be active participants in OA activities.

• Responsible for Troop equipment and sees that it is in good working order. He works with the Patrol Quartermasters on campouts. He maintains inventories He is also responsible for loading and unloading the Troop truck for campouts.
